Ingredients:
- 4 cups all-purpose flour
- 1/2 cup granulated sugar
- 1/2 teaspoon baking powder
- 1/4 teaspoon salt
- 1/2 teaspoon nutmeg (optional)
- 1/2 cup butter or margarine (softened)
- 2 large eggs
- 1/2 cup milk or water
- Vegetable oil for frying

Instructions:

1. Mix Dry Ingredients: In a large mixing bowl, combine the flour, sugar, baking powder, salt, and nutmeg.

2. Add Butter: Cut the softened butter into small pieces and add it to the dry ingredients. Use your fingers to rub the butter into the flour mixture until it resembles coarse breadcrumbs.

3. Add Eggs: Beat the eggs in a separate bowl and then add them to the flour mixture. Mix well.

4. Add Milk or Water: Gradually add the milk or water to the mixture and knead into a smooth, non-sticky dough. If the dough is too sticky, add a little more flour.
